Standard Cost Model for Citizens (PDF 3.3 MB)The SCM for Citizens was originally developed in the Netherlands by the Ministry of the Interior. The method can be used to quantify administrative burdens (AB) of citizens and to monitor AB reduction programmes. As a growing number of European countries are interested in using the model, there is a need for a common manual.
