Regulatory Oversight in Europe - Quis Custodet Custodes in EU Better Regulation? (PDF 404.4 kB)The European Commission has recently undertaken a significant institutional step aimed at strengthening its existing regulatory oversight mechanisms for quality support and control of impact assessments performed on its own initiatives. By drawing inspiration from the US OIRA experience, it has established an Impact Assessment Board. This article illustrates the pre-existing quality review system before engaging into an in-depth analysis of this new institutional creature and its genesis.
