Sunset Legislation and Better Regulation: Empirical Evidence from Four Countries (PDF 281.3 kB)A sunset clause (i.e., a clause that causes a particular law to expire at a given date) has two main characteristics. First, it creates a “threat of termination” for legislation by shifting the burden of proof from those who would terminate a policy program to those who would renew it. Second, sunsetting requires a periodic review and evaluation of effectiveness and efficiency. Ideally, it fosters evaluation activities and policy learning.
